President Macron’s State Visit Yields 21 Strategic Agreements Between Indonesia and France

The state visit of French President Emmanuel Macron to Indonesia marked a new chapter in bilateral relations between the two countries. During a ceremony held in the Credentials Room of the Merdeka Palace in Jakarta on Wednesday, May 28, 2025, 21 agreement documents were signed, presented, and announced in the presence of Indonesian President Prabowo Subianto and President Emmanuel Macron.

President Prabowo and President Macron first agreed on four joint declarations. These declarations reflect the long-term shared vision of the two countries, as well as their joint contribution to world peace and culture.

1. Joint Declaration on the Development of the Indonesia–France Strategic Partnership until 2050 (Joint Vision 2050);

 2. Joint Declaration on Cultural Strategy between Indonesia and France;

 3. Declaration on the Peaceful Resolution of the Palestinian Issue and the Implementation of the Two-State Solution;

 4. Joint Statement between the President of the Republic of Indonesia and the President of the French Republic.

In addition, 11 official deliverables were signed on this occasion, consisting of 10 G-to-G agreements and one P-to-P agreement. Intergovernmental cooperation covers various important sectors, namely:

 1.⁠ ⁠Agreement on Cooperation in the field of Diplomatic Capacity Building, signed by the Indonesian Minister of Foreign Affairs and the French Minister of State for Francophonie and International Partnerships;

 2. Cooperation Agreement on the Exchange and Joint Protection of Classified and Protected Information in the field of defense (MPCIA), signed by the Indonesian Minister of Defense and the French Minister of the Armed Forces;

 3.⁠ ⁠Strategic Defense Cooperation Agreement, signed by the Indonesian Minister of Defense and the French Minister of the Armed Forces;

 4.⁠ ⁠Cooperation Agreement in the field of Agriculture, signed by the Indonesian Minister of Agriculture and the French Minister of Economy, Finance, and Industrial and Digital Sovereignty;

 5. Cooperation Agreement in the field of Critical Minerals and Metals, signed by the Indonesian Minister of Energy and Mineral Resources and the French Minister of Economy, Finance, and Industrial and Digital Sovereignty;

 6. Cooperation Agreement in the Field of Sustainable Forestry, signed by the Indonesian Minister of Forestry and the French Minister of Economy, Finance, and Industrial and Digital Sovereignty;

 7. Cooperation Agreement on Creative Economy, signed by the Indonesian Minister of Creative Economy and the French Minister of Culture;

8. Cooperation Agreement on Culture, signed by the Indonesian Minister of Culture and the French Minister of Culture;

 9. Cooperation Agreement in the Field of Disaster Risk Management, signed by the Head of the National Disaster Management Agency (BNPB) and the French Minister of State for Francophonie and International Partnerships;

10. Cooperation Agreement in the Field of Transportation, signed by the Indonesian Minister of Transportation and the French Minister of State for Francophonie and International Partnerships.

Meanwhile, one P-to-P agreement signed was the Cooperation Agreement in the Field of Horse Sports Ecosystem Development between PORDASI and a number of leading French equestrian institutions such as IFCE, FFE, France Galop, and AFASEC.

In addition to the signing, five strategic collaborations were also showcased during the session in front of the heads of state, namely:

 1.⁠ ⁠A cooperation agreement between the National Nutrition Agency (BGN) and Danone to support efforts to improve national nutrition for a healthy and advanced generation;

 2. A cooperation agreement between Danantara, the Indonesia Investment Authority (INA), and Eramet, regarding critical mineral cooperation to support the electric vehicle ecosystem and nickel downstreaming;

 3.⁠ ⁠Joint investment between PT. RGE Indonesia and Total Energies, related to the development of solar power plant projects and battery energy storage to support the energy transition;

 4.⁠ ⁠Investment between PT Citra Bonang and Lesaffre, related to the expansion of yeast production facilities to strengthen the supply chain in order to support food security priorities;

 5. Cooperation agreement between PT SMI, PT PLN, and HDF, regarding the development of green hydrogen projects in Eastern Indonesia to promote clean energy, including through financing support in the electricity sector.
