The Governments of Indonesia and The United Arab Emirates Agreed on 8 Memorandums of Understanding (MoU) and Letters of Intent (LoI)

In a series of working visits by the President of the Republic of Indonesia to the Middle East and Turkey, on Wednesday, April 9, 2025, the governments of Indonesia and the United Arab Emirates agreed on 8 Memorandums of Understanding (MoU) and Letters of Intent (LoI), which were announced at a bilateral meeting between President Prabowo and President Mohamed bin Zayed Al Nahyan at the Qasr Al Shatie Palace, Abu Dhabi.

Of the eight MoUs agreed, four are government-to-government (G2G) cooperation, the four G-to-G MoUs announced include:

  1. Statement of Intent between the UAE Ministry of Foreign Affairs and the Coordinating Ministry for Food of the Republic of Indonesia on Nature and Climate Partnership;
  2. Protocol to the Second Amendment to the Memorandum of Understanding between the Government of the Republic of Indonesia and the Government of the UAE on Maritime and Fisheries Cooperation;
  3. Memorandum of Understanding between the UAE Ministry of Home Affairs and the Indonesian National Police on Security Cooperation and Counter-Terrorism; and
  4. Memorandum of Understanding between the Ministry of Religious Affairs of the Republic of Indonesia and the General Authority for Islam, Waqf, and Zakat of the PEA regarding Cooperation in the Field of Islam and Waqf.

Meanwhile, four B-to-B agreements involving partnerships between the government and the private sector (B2B) include:

  1. Memorandum of Understanding between the Directorate General of Animal Husbandry and Animal Health, Ministry of Agriculture of the Republic of Indonesia, and Al-Ain Farms for Livestock Production PEA on Investment in Milk Production;
  2. Memorandum of Understanding between Ninety Degree General Trading LLC and PT Pindad;
  3. Principle Agreement Regarding the Increase in Capacity of Cirata Photovoltaic Solar Power Plant; and
  4. Memorandum of Understanding between PT PLN (Persero) and Abu Dhabi Future Energy Company PJSC – MASDAR regarding the Development Plan for the 100 MW Jatigede Floating Solar Power Plant.

The announcement was an important part of the warm and spirited bilateral meeting between Indonesia and the UAE, and reflected a shared vision in strengthening economic cooperation, food security, energy transition, security, and religious values. The meeting also marked a new milestone in the diplomatic relations between the two countries that have been closely tied for more than four decades.
