President Prabowo Subianto @prabowo issued Presidential Instruction of the Republic of Indonesia (Inpres) Number 9 of 2025 concerning the Acceleration of the Establishment of Red and White Village/Sub-district Cooperatives.
Accelerating the formation of 80,000 Red and White Village/Sub-district Cooperatives (Kopdes Merah Putih) is part of the government’s efforts to encourage national independence through sustainable food self-sufficiency and development from villages for economic equality towards Golden Indonesia 2045.
Six Presidential Instructions in Presidential Instruction 9/2025:
Taking comprehensive, coordinated and integrated steps to implement strategic policies for optimizing and accelerating the formation through the establishment, development and revitalization of 80,000 Red and White Kopdes.
Establishing the Red and White Village Cooperative to carry out activities including but not limited to cooperative offices for the procurement of basic necessities, savings and loans, clinics, pharmacies, warehousing and logistics by taking into account the characteristics, potential and economic institutions that already exist in the village/sub-district.
Prioritize the allocation and use of the budget for the acceleration of the formation of 80,000 Red and White Kopdes in accordance with the provisions of laws and regulations.
Accelerate the implementation of strategic policies for optimizing and accelerating the formation of Red and White Kopdes through affirmative, holistic, and sustainable program strategies.
Implementing acceleration strategies in the work plans of ministries/institutions and regional governments to support the formation of 80,000 Red and White Kopdes in a measurable, accountable, and efficient manner while still paying attention to the achievement of program and activity targets.
Conducting exchange, utilization, and integration of data and information between ministries/institutions and local governments in planning, implementing, controlling, monitoring, evaluating, and reporting the formation of 80,000 Red and White Kopdes.
Through Presidential Instruction 9/2025, the President also gave special instructions to related ranks according to their respective fields of duty. Presidential Instruction 9/2025 has been in effect since it was issued on March 27, 2025.
